In the 19 Montreal boroughs and in the 58 Montreal Electoral Districts, a total of 103 positions must be filled every 4 years during municipal election time: the mayor of Montreal who is also the mayor of the borough of Ville-Marie; 18 borough mayors who are also city councillors; 46 city councillors; 38 borough councilors.
The general electoral process determines the composition of the city council and of each of the 19 borough counclls, including the exception for the borough of Ville-Marie
The city council is composed of the mayor of Montreal who is also the mayor of the borough of Ville-Marie and of the 64 city councillors (18 borough mayors and 46 city councillors).
The borough councils are composed of no fewer than 5 councillors both borough and city councillors, the mayor of the borough and the city councillor(s) and borough councillors. In borough councils, the number of borough and city councillors is determined by the general electoral process.
The borough council of Ville-Marie is composed of the mayor of the borough who is also the mayor of Montreal; the 3 city councillors elected in each of the 3 electoral districts; the 2 city councillors chosen by the mayor among the 64 city councillors.
The last general election took place on November 1, 2009 and the next general election will take place on November 3, 2013.
