Nineteen Borough Councils
For each and every Montreal boroughs, each borough mayor is elected democratically by the residents of the borough and, consequently, each borough has local jurisdiction over its territory. Montréal presently comprises 19 boroughs along with 19 borough mayors. The 19 Montreal boroughs are under 19 Borough councils borough councils. A borough council is composed of no fewer than five councillors, both borough and city councillors. Borough councillors only sit on their borough council and city councillors sit on both their city and borough council. In accordance with the Montreal city charter, each borough council has local jurisdiction over its local culture, financial management, fire prevention, housing, human ressources, non-taxation fees, parks, recreation, roads, social and community development, urban planning and waste collection.

Municipal Election November 2009
On November 1, 2009, Gérald Tremblay became mayor of Montreal for the third time. With Union Montreal and with his team, mayor Tremblay also gained the two last Élections Montréal of 2001 and 2005, beating former mayor Pierre Bourque each time.
In June 2009, Louise Harel, ex-minister of the Parti québécois became chief of Vision Montreal and mayor candidate. Vision Montréal seeks to provide Montréal with strong leadership and to link strategic activities to economic development, major projects, urban planning, snow removal and traffic. Vision Montréal is now the official opposition at City Hall.
Projet Montréal and its leader Richard Bergeron offer Montrealers a project as unique as their city. Their project is centered on quality of life, diversity, community involvement, respect for the environment; a project that fosters a prosperous and fair economy, all within citizens’ means.
As for Louise O'Sullivan, Parti Montreal Ville-Marie she has a forward-looking vision of Montreal. She paints a picture of the City that attracts investors, students, artists and tourists from around the world, where entrepreneurship is encouraged and where vitality and creativity are abundant.
